Linda S. Muller has been with Cornerstone Family Healthcare since 1991. As Cornerstone’s leader, Linda has communicated one consistent message: “Health care is a right and not a privilege”. This vision has provided the basis for care for the over 48,000 patients who call Cornerstone Family Healthcare their medical home.
Throughout her tenure, Cornerstone has grown significantly. Cornerstone’s roots trace back 50 years to the black dirt region of Orange County, providing healthcare to migrant workers, to the basement of St. Luke’s Cornwall Hospital in Newburgh to the 60k square foot state of the art medical practice opened in 2010 on Lake Street in Newburgh, known as the Kaplan Family Pavilion. In December 2017, Cornerstone acquired through an Asset Purchase, Middletown Community Health Center which expanded its footprint to 16 sites, in 4 counties and 1 state. In addition to the flagship center, Cornerstone operates 15 additional sites in Newburgh, New Windsor, Goshen, Highland Falls, Binghamton, New City, Middletown, Pine Bush, Port Jervis and Plattekill. The organization is accredited by the Joint Commission for delivering high standards of care and is designated by the National Committee for Quality Assurance (NCQA) as a Level 3 Patient Centered Medical Home, 2017 Standard.
Linda is a highly regarded and respected leader in the healthcare field. She was recognized by the US Department of Health and Human Services, NY HRSA Field Office for her commitment and distinguished service to improving the health status of the medically underserved. Linda also has been recognized by Independent Living, Newburgh/Highland NAACP, and The Newburgh’s Developers Association. In 2004, Linda was recognized for “Women of Achievement” in the healthcare field, and by the Times Herald-Record as one of the region’s top 40 most influential leaders. In 2007, Linda was selected as a woman of distinction by the Times Herald-Record in their “Women in Business/Progress’ 07”. In 2011, she was honored by the Orange County Human Rights Commission for her efforts in advancing the human rights of the people of Orange County. In 2012, she was recognized by the Hudson Valley Association of Women & Friends as a person in the community who makes a difference. Linda has also received the Elant Signature Award as well as Leadership Orange’s Pinnacle of Leadership Award. In 2015 Linda received the Trowell-Harris Leadership Mentor Award from the Major General Irene Trowell-Harris Chapter of the Tuskegee Airmen. In 2016 she received the Mario Cipolione Lifetime Achievement Award from HONOR and the OC Chamber of Commerce Board of Directors Volunteer of the Year Award. Linda received the Community Health Care Association of NYS’s Jeffrey T. Latman Award presented annually to a New York health center executive officer who has demonstrated the ideals of Mr. Latman by strengthening the fiscal operations of their health center. In 2017 Linda was recognized by Access Supports for living with their Vision of Hope award. In 2018, Linda was awarded the Catholic Charities Caritas Award. In 2021, she will be awarded the Orange County Citizen Foundation’s Ottaway Medal, recognizing a lifetime of community leadership in Orange County.
Linda is invited yearly to conduct the Health and Human Service for the current classes of Leadership Orange. She has also been asked to speak at local, state and national conferences focusing on healthcare. Additionally, Linda founded a Junior Leaders program and an Emerging Leaders program for her staff at Cornerstone, stewarding personal and professional growth.

She is a past member of the board of the National Association of Community Health Centers (NACHC) and is past Board Chairwoman for the Community Health Center Association of New York State (CHCANYS).
Linda attended Orange County Community College following graduation from Washingtonville HS. She holds a Bachelors of Arts with honors from SUNY Buffalo in Communications and a Master’s of Science Degree with high honors in Health Policy and Administration from The Robert J. Milano School of Urban Studies and shortly after graduation became an adjunct professor for the program.
Linda lives in Cornwall with her husband of 49 years, Charles. They have three adult children, Christopher and his wife Lisa and their daughter Alexandra and son Connor, Jonathan and his wife Donna and their daughter Samantha and Jessica and her husband Anthony and their daughters Lorelei and Evelyn and son Macsen.
Dave Jolly is the Chief Operating Officer for Cornerstone Family Healthcare. He joined Cornerstone in January 2014 after completing his term as Commissioner of the Orange County Department of Social Services (DSS), a position that he held for eight years.
Serving as County Commissioner, and prior to that as Deputy Commissioner, Dave was responsible for managing the finances and operations of programs like Medicaid, Child Support, Temporary Assistance for Needy Families (TANF), Child Protective Services (CPS), and Foster Care. He also supported the development of the Neighborhood Business & Resource Center (NBRC), a fundamental organization to the City of Newburgh for its ability to centralize various programs essential to the community.
Dave is currently the Chairman of the New York State Association of Counties, Medicaid and Human Services Resolutions Committee; a Board Member and Community Impact Chairperson for the United Way of Dutchess-Orange Region; and Past President of the New York Public Welfare Association. He also has participated in many research projects related to domestic violence, homelessness, and juvenile justice with Mount Saint Mary College.
Avi Silber, MD, FAAP, is the Chief Medical Officer for Cornerstone Family Healthcare. He joined Cornerstone in 2006 as Chief of Pediatric and Adolescent Medicine.
Dr. Silber is a graduate of Temple University School of Medicine and holds an undergraduate degree in biology from SUNY Binghamton. He is a member of the American Association of Pediatrics (AAP) and the Orange County Medical Society. Dr. Silber is the chairman-elect of the Clinical Directors Network. He resides in Highland Mills with his wife and three daughters.
Michael worked for Cornerstone Family Healthcare from 2010 to 2015 before leaving for two years to serve as District Director for the New York State’s 18th Congressional District under Congressman Sean Patrick Maloney. He rejoined the Cornerstone staff in 2017 as Chief of Staff. Michael comes to Cornerstone with more than eight years’ experience in public and government relations, branding, marketing, and project management.
Luanne brings over twenty-three years of nursing leadership and clinical experience to her new role. Since joining Cornerstone in 2015, Luanne has consistently raised the bar for high-quality, compassionate patient care and nursing excellence.
As Medical Director, Dr. Angela Hulse is responsible for organization and delivery of medical services to Cornerstone’s patients. She provides clinical input consistent with quality standards of practice. She is an attending physician for the ORMC residents in the ambulatory care division and serves as core faculty at ORMC. As Associate Professor at Touro Medical College, she enjoys training and mentoring the upcoming physicians.
Currently, she is pursuing a Certified Physician Executive Certificate and is enrolled in Cornerstone’s Emerging Leaders Program.
She worked in Urgent Care for the past 10 years in Orange County and is Board Certified in Internal medicine.
Dr. Hulse graduated from LECOM Medical School and completed her internship at North Shore University Hospital at Plainview. She graduated from residency at Westchester Medical Center in Valhalla, New York.
She lives in Orange County with her husband and 3 children and is active with the Boy Scouts, Catholic Daughters of Orange County, Goshen Rec and CCD.
Jesse C. Sarubbi began working with Cornerstone Family Healthcare in 2011, starting up the Health Education program and shortly thereafter developed the Care Management department. Jesse is a Licensed Master of Social Work and also has a Master’s Degree in Social Policy with a Health Promotion track. Jesse is passionate about healthcare improvement, promoting community health and decreasing health disparities
Marilyn Morales has been with Cornerstone since 2009, when she joined as Client Services Manager. Ms. Morales holds a bachelor’s degree in social work from Herbert H. Lehman College and a master’s degree in social work from Fordham University School of Social Work.
Diahan Scott is the VP of External Programs. She has a master’s degree in public administration with a focus on healthcare administration. Diahan is passionate about community health and has more than 15 years of experience working with special needs and underserved populations.
Chris Lennon is the Vice President of Grants and Regulatory Management. He has a bachelor’s degree in communications from Marist College in Poughkeepsie, NY. Prior to joining the staff at Cornerstone, Chris worked for 10 years as an editor for a number of Hudson Valley-based publications.
Margaret comes to Cornerstone Family Healthcare with over 20 years of health care experience related to hospital and outpatient services. She has an associate’s degree in science from Berkeley College in White Plains, N.Y.
